On December 22, the Murmansk Region Day was held in Moscow as part of the international exhibition and forum "Russia" at VDNH. The list of events, in addition to a rich cultural and entertainment program, included the signing of a number of important agreements for the region. One of them was a memorandum of cooperation with the Airplane Group, which this year took the first place among developers in terms of construction volumes in Russia. The signatories of the agreement were Andrey Chibis, Governor of the Murmansk Region, and Alexander Prygunkov, General Director of Aeroplane Regions LLC.
The government of the region, together with Aeroplane-Regions LLC, has been preparing housing construction projects in the Murmansk agglomeration since September 2023. Several priority sites have been identified, and a detailed study of the parameters and mechanisms of housing construction is underway.
"It is very important for us that the largest developer in Russia has entered the Murmansk region with a large housing construction project in Kola. I am sure that this momentum was the result of our systematic work to intensify housing construction in the Murmansk region, as well as thanks to the support of the President of our initiatives. First of all, we are talking about the "Arctic mortgage" and the definition of the list of the main settlements of the Arctic. As a result, the city of Kola is part of the Murmansk agglomeration and will continue to actively transform," said Andrey Chibis, Governor of the Murmansk Region.
The subject of the agreement signed on the sidelines of the Russia exhibition was the intention to implement investment projects for the integrated development of territories located in the Murmansk region. The territory on Pomorskaya Street in Kolya has been selected for the start of housing construction by Aeroplane-Regions LLC.
"On behalf of the President of the Russian Federation, the Government has approved a list of stronghold settlements in the Arctic. The definition of the list will strengthen the socio-economic framework of the Russian Arctic. The main goal of this work is to accelerate the development of all regions of the Far North and improve the quality of life of Northerners. Mechanisms for accelerated construction of social infrastructure are already being used in the Arctic, which have successfully proven themselves in the Far East," said Alexey Chekunkov, head of the Ministry of Regional Development, noting that one of the important areas of work is improving the quality of life of people, creating a comfortable urban environment and developing cities in general.
"Murmansk is the world's largest city beyond the Arctic Circle and the capital of the Russian Arctic. The signing of the agreement is a logical continuation of the expansion of the "Airplane" into the regions and orientation towards small towns. I am sure that our experience in the implementation of complex projects will be useful to the region. Together we will create not only 90 thousand square meters of modern housing, but also organize a comfortable environment and space for new jobs in the region. Aeroplane's investments in the new project will amount to about 9 billion rubles," Alexander Prygunkov said.
The Commission of the Ministry of Regional Development of Russia for the implementation of this project, LLC "SZ "Project-S-70", which is a subsidiary of LLC "Airplane-Regions" and is registered in the Kola district of the Murmansk region, was awarded the status of a resident of the Arctic zone of the Russian Federation.
"The status of a resident of the Arctic zone of the Russian Federation allows investors to count on a number of tax and other benefits. This allows businesses to develop dynamically, which actively invests in the development of their regions of presence. For ten years, companies have been reducing the costs of property and profit taxes, paying reduced insurance premiums, which are subsidized by the state. According to a special program, the state compensates for interest rates on bank loans. Procedures for obtaining land plots and customs formalities have been simplified," said Alexander Shutov, Director of the Murmansk KRDV, noting that the Project-S-70 Agricultural Complex has become the 700th resident of the Arctic zone of the Russian Federation.
To date, according to the KRDV, residents of the Russian Arctic are implementing 700 projects with a total investment of 825 billion rubles and creating over 25.6 thousand jobs.
Attracting large developers to the region became possible, among other things, thanks to the launch of the Arctic Mortgage preferential housing loan program, initiated by the Governor of the Murmansk Region Andrey Chibis and supported by Russian President Vladimir Putin during his visit to the Murmansk Region in July 2023.
The program extends the "Far Eastern Mortgage" to the regions of the Arctic zone of the Russian Federation and is designed to improve the living conditions of the population of the Murmansk Region, Nenets and Yamalo-Nenets Autonomous Okrugs, as well as in parts of the Arkhangelsk Region, Karelia and Komi, and the Krasnoyarsk Territory.
