Changes have been made to the procedure for determining the price of land plots owned by the Murmansk Region and land plots, state ownership of which is not delimited, when selling such land plots without bidding.
Thus, residents of the Russian Arctic who implement tourism and sports projects on land located outside the borders of settlements with the types of permitted use of "Sports" and "Tourist" services" have the opportunity to buy land at a discounted price – 30% of the cadastral value.
In order to take advantage of this opportunity, residents of the Russian Arctic must meet the following conditions:
- the investment project is being implemented in the field of tourism;
- the type of permitted use "Sport" (code 5.1), "Tourist service" (code 5.2.1) must be established for the land plot leased by a resident of the Russian Arctic;
- the land plot is located outside the boundaries of settlements;
- the authorized body provided for in Article 39.2 of the Land Code of the Russian Federation does not have information on violations of the legislation of the Russian Federation identified within the framework of state land supervision and uncomplicated violations of the legislation of the Russian Federation when using such a land plot.
