In the Murmansk region, the principle is legally fixed, according to which housing investors transfer part of the real estate for the region, or improve the territory. We are talking about large-scale housing investment projects that are provided with land without bidding.
The corresponding decree was signed by the Governor of the Murmansk region Andrey Chibis.
The status of a large-scale investment project presupposes mutually beneficial cooperation. Only those projects with an investment amount of at least 100 million rubles and an area of at least 3.5 thousand square meters of residential premises can receive a special status. The Murmansk Region leases a plot of land for a housing investment project without bidding. In return, the investor undertakes to transfer part of the created premises to regional or municipal ownership free of charge, or to improve a certain territory, or to transfer the developed project, which has received a positive conclusion from the state expertise, also to regional or municipal ownership for further implementation.
"The government of the Murmansk Region continues to actively develop housing construction in the region. Now an important principle has been established by law: investors, receiving land for lease without bidding, are obliged to provide the region with a certain benefit. This can be expressed in the transfer of part of the real estate to the ownership of the region or municipality, as well as in the improvement of the territory. This approach makes it possible to effectively use land resources and create additional benefits for the development of the region," explained Alexandra Karpova, First Deputy Minister of Construction of the Murmansk Region.
