The Government of the Murmansk Region and JSC "Russian Railways" have signed an agreement on strategic partnership and cooperation in 2021-2025.
The document was signed by the Governor of the Murmansk Region Andrey Chibis and the head of the Oktyabrskaya Railway-a branch of JSC "Russian Railways" Viktor Golomolzin.
The agreement defines the areas of cooperation between the parties in the field of transport services for the population and industrial enterprises of the Murmansk region, the development of railway infrastructure and ensuring transport security.
Among the priority tasks of cooperation is the implementation of the project for the development of the Murmansk–Volkhovstroy section and the reconstruction of the Murmansk–Olenegorsk section with the construction of second tracks. The implementation of the project will increase the capacity of the railway section to ensure the passage of a promising volume of cargo in the direction of the ports of the Murmansk transport hub.

A striking example is the special train provided for the evacuation of children in Apatity on March 23. Our colleagues demonstrate prompt and well-coordinated work not only in solving problems of an emergency nature, but also in systemic development. The investment project of Russian Railways to increase the capacity of the road is an increase in cargo traffic to Murmansk, an increase in the capacity of our ports, about 3 billion rubles in taxes and 200 new jobs. The Murmansk Region receives both systemic and specific benefits, " Andrey Chibis commented on the agreement.
Viktor Golomolzin stressed that the content of the agreement with the Murmansk region is broad.
"This agreement addresses a number of important issues not only for the Murmansk region of the road, but also for the Russian Railways company as a whole. Together with the governor, we have synchronized both the cargo base and passenger logistics. They touched upon a number of issues of social development and ecology. The agreement provides for an infusion of investments of the Russian Railways company in the Murmansk region of about 43.5 billion rubles until 2025, " said the head of the Oktyabrskaya Railway.

Russian Railways ' investments in the development of railway transport in the Murmansk Region in 2020 amounted to more than 5.1 billion rubles. Russian Railways is one of the largest taxpayers in the region. In 2020, the company transferred more than 943 million rubles to the budgets and extra-budgetary funds of the Murmansk Region.
The total investment of JSC "Russian Railways" in the Murmansk region in the framework of the project for the development of the Murmansk–Volkhovstroy section and the reconstruction of the Murmansk–Olenegorsk section, taking into account the already implemented measures, will amount to 43.4 billion rubles until 2025. The commissioning of the new facilities will create about 200 jobs in the region with a competitive salary level.
