More than 170 billion rubles were invested in the economy of the region by residents of the Russian Arctic and the TOP

In 2022, a dynamic investment growth was noted in the Murmansk Region: residents of the Arctic zone of the Russian Federation and the territory of advanced development "Capital of the Arctic" invested more than 170 billion rubles in the region's economy. This was announced by Governor Andrey Chibis during the operational meeting.  

The head of the region stressed that in a recent Message to the Federal Assembly, Russian President Vladimir Putin paid attention to the issues of supporting the domestic economy and business, emphasizing the importance of developing the Northern Sea Route, and earlier spoke about the need to accelerate the creation of the Murmansk transport hub.  

"So, within the framework of the integrated development of the MTU, the Lavna Commercial Sea Port is implementing a project in the Murmansk Region to build a coal transshipment complex with an investment volume of 71 billion rubles. In 2022, the company became a new resident of the TOP," Andrey Chibis recalled. In order to ensure the delivery of coal to the Lavna terminal, traffic on the Weekend-Lavna railway line will be launched at the end of 2023. 


2 preferential regimes have been in effect in the region since 2020. There are 9 companies operating within the framework of the TOP. Including the flagship project of the region, the Center for the Construction of Large–tonnage Offshore Structures of NOVATEK-Murmansk, where the first meeting of the Arctic Development Working Group was recently held.


"The TSSKMS project is a vivid indicator of the technological effectiveness of our business and domestic industry. They are already implementing investment projects totaling more than 200 billion rubles. And this indicator of actually invested funds is more than 35 billion rubles higher than the plan," the governor commented.  


During 2022 and at the beginning of 2023, the TOP was expanded to implement new projects: the Marine Transshipment complex of liquefied natural gas LLC "Arctic Transshipment" and the logistics complex "Northern Sea Transport Corridor. Western Transport and Logistics Hub", implemented by Rusatom Cargo LLC. More than 770 jobs will be created on their basis and more than 48 billion investments will be attracted. 


"Despite the sanctions pressure, we have excellent investment indicators. 2022 can be safely considered the year of continued dynamic investment growth in the Murmansk region. To date, the number of residents of the TOP and the Russian Arctic has reached 197. More than 170 billion rubles have already been invested in the region's economy and more than 4,700 new jobs have been created. By 2030, we expect the budget to receive more than 220 billion rubles of taxes," Andrei Chibis stressed.  


Speaking about the results of the implementation of projects of residents of the TOP and AZ of the Russian Federation, Deputy Governor Olga Kuznetsova noted that an important milestone in the development of the TOP "Capital of the Arctic" was the allocation in 2022 of funds from the federal budget of LLC "KRDV Murmansk" for the implementation of measures for the technological connection of projects of three residents of the TOP to the power grid infrastructure – this is Terminal Udarnik, Rusatom Cargo, MT Tuloma. It is planned to complete the construction of new power centers and new power lines on the western shore of the Kola Bay by the end of 2025.  

Among the most important projects of the AZ of the Russian Federation and the TOP are the creation and equipment of a technological complex for the production and assembly of metal structures of Renaissance Arctic LLC; the creation of a competence center in the field of construction management control, commissioning of large facilities of Arctic Energis LLC; expansion of the production site for the implementation of projects of Primeline LLC; the creation of a specialized terminal for transshipment mineral fertilizers "Tuloma"; refrigerated marine terminal "Udarnik"; as well as a number of projects for the construction of hotels, hotel and thermal complexes, roadside complexes, the creation of food outlets. 

New residents of the AZ of the Russian Federation in the Murmansk Region in 2022 were such companies as "Teriberka Project" with the creation of a 70-bed hotel in Teriberka, "RP Shipping" with a ship modernization project to ensure cargo transportation along the NSR, "Green Flow Khibiny" with a project to create a 4-star Green Flow Khibiny hotel specializing in on the provision of rehabilitation services, with a SPA and wellness infrastructure.  

One of the socially significant projects to be implemented by the new resident of the AZ of the Russian Federation "Atlas-Lovozero" is the construction and operation of a roadside service complex in Lovozero.  


"The Ivekta Group company has already proved its worth in the implementation of such projects by launching the Atlas multifunctional service center in the Pechenga District in 2022. It is no exaggeration to say that this is one of the most modern automotive service centers in the Murmansk region, which has, among other things, a station for fast charging of electric vehicles. Investments in the project amounted to more than 20 million rubles. 12 new jobs have been created," Olga Kuznetsova said.
