Murmansk entered the 100 largest cities in Russia in terms of the level of development of public-private partnerships - the corresponding rating was formed by the National PPP Center (part of the VEB.RF group). The capital of the Kola Arctic is in 25th place.
During the preparation of the rating, the experts of the National PPP Center assessed the availability of special competencies in the field of PPP among the management teams of cities, experience in project implementation, the state of the regulatory framework and institutional conditions created to attract private investment in urban infrastructure.
For Murmansk, physical culture and sports are defined as the key PPP industry, this is due to the implementation of the concession agreement “Creation and operation of the sports facility“ Indoor ice rink with artificial ice of UIA GSC Avangard ”. The project was carried out within the framework of the federal target program "Development of physical culture and sports in the Russian Federation for 2016-2020", the regional state program "Development of physical culture and sports in the Murmansk region for 2016-2020", as well as with the participation of investor funds.
In February 2021, the opening ceremony of the indoor skating rink with artificial ice, which was named "Meteor", took place. The building contains an ice field, a gym, a massage room and a doctor's office, a parking lot for ice-filling equipment and other administrative premises. The ice arena was built with access for people with limited mobility.
