
On the official website of the International Arctic Forum "The Arctic – the Territory of dialogue" (IAF) The full business program has been published, indicating the participants of the sessions. IAF-2025 will be held in Murmansk on March 26-27. The organizer is the Roscongress Foundation with the support of the Russian Government.
"The Arctic occupies almost 30% of Russia's territory and has great potential for implementing large-scale world-class projects. The Government of the Russian Federation is doing a lot of work on the socio-economic development of the Arctic territories and the creation of comfortable living conditions for citizens beyond the Arctic Circle. It is no coincidence that this year the forum's motto is "To live in the North!" With the help of government support, major investment projects are being implemented in the Arctic, providing high-paying technological jobs. Thanks to the measures taken by the Government, social infrastructure is being developed, which is being built and reconstructed within the framework of a single subsidy and national projects. There are programs in place – the provision of a hectare of land and an Arctic mortgage, and the Northern Sea Route is developing. According to the decision of the President of Russia, master plans for the renovation of Arctic strongholds are being developed. We are open to international economic cooperation. The Forum should help us find new solutions for the sustainable development of the Arctic and expand cooperation with partner countries," said Yuri Trutnev, Deputy Prime Minister of the Russian Federation and Presidential Plenipotentiary Envoy to the Far Eastern Federal District.
The business program of the forum includes about 20 sessions divided into four thematic blocks: "The Arctic and the NSR: how to win the competition of world routes", "The Arctic and the NSR: the pole of attracting investments", "The Arctic and the NSR: the development of anchor settlements", "International cooperation and ecology".
"The Arctic is currently the object of close attention and interest from the world community. In order to strengthen Russia's leading position in the region, it is extremely important that government institutions, business, scientific and expert communities have a clear understanding of the goals and prospects for the development of the Arctic. In this context, the holding of the International Arctic Forum is of particular importance. The business program reflects the priorities for the Far North: the potential of the Northern Sea Route, the development of investments and business in the Arctic, the improvement of existing government programs, support for indigenous peoples, responsible attitude to the environment and other topics. I am convinced that as a result of the discussions, new mechanisms will be developed that will have an impact on the socio-economic development of Russia and will contribute to the well–being of the region's residents," said Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the IAF-2025 Organizing Committee.
Within the framework of the thematic block "The Arctic and the NSR: how to win the competition of world routes", experts will discuss the prospects for the development of the Northern Sea Route, its impact on technology development, vectors of international cooperation for the modernization of the route and the formation of a new economic model of the NSR. Alexey Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic, will take part in the thematic sessions.; Igor Levitin, Adviser to the President of the Russian Federation, Special Representative of the President of the Russian Federation for International Cooperation in the field of Transport, Deputy Chairman of the Maritime Board of the Russian Federation; Alexey Likhachev, CEO of Rosatom State Corporation; Alexander Tsybulsky, Governor of the Arkhangelsk Region; Ke Jin, CEO of the Chinese Freight Forwarding Company, representatives of the legislative branch and the expert community.
The track "The Arctic and the NSR: the pole of attracting investment" includes a discussion of the current impact of preferential regimes on business development and prospects for the development of support mechanisms, the creation of an infrastructure base for the implementation of major investment projects, as well as building sustainable interaction between entrepreneurship, government and cultural institutions to ensure the growth of unique brands in the North. Maxim Oreshkin, Deputy Head of the Presidential Administration of the Russian Federation, will take part in the work.; Nikolay Zapryagaev, General Director of JSC Corporation for the Development of the Far East and the Arctic; Leonid Mikhelson, Chairman of the Management Board, member of the Board of Directors of PJSC NOVATEK; Andrey Chibis, Governor of the Murmansk Region; Vladislav Kuznetsov, Head of the Chukotka Autonomous Okrug; Aisen Nikolaev, head of the Republic of Sakha (Yakutia), as well as representatives of relevant associations and businesses.
The direction "The Arctic and the NSR: development of anchor settlements" will be devoted to the prospects of state support for the northern supply, the implementation of master plans for Arctic cities, the development of personnel projects and the establishment of a dialogue with the population on issues of strategic development of territories. Alexander Lomakin, First Deputy Minister of Construction and Housing and Communal Services of the Russian Federation; Igor Barinov, Head of the Federal Agency for Nationalities; and Igor Barinov, Deputy Chairman of VEB, will take part in the discussion.Russian Federation Artem Dovlatov; Dmitry Artyukhov, Governor of the Yamalo-Nenets Autonomous Okrug; Hani Moghani, Deputy Chairman of the United Nations Permanent Forum on Indigenous Issues, experts and representatives of the construction industry.
The participants of the sessions of the International Cooperation and Ecology block will touch upon such topics as the prospects for the new national project "Ecological well-being", adaptation to permafrost processes, as well as investment projects in demand in the Arctic zone. Alexander Zakondyrin, Director of the All-Russian Scientific Research Institute of Environmental Protection, and Stanislav Seleznev, Vice President for Ecology and Industrial Safety at MMC Norilsk Nickel, will take part in the discussions.; Sakiko Hataya, a researcher at the Oceanic Policy Research Institute, and other representatives of the scientific community.
The business program also includes a joint meeting of the commissions of the State Council of the Russian Federation on the areas of "The Northern Sea Route and the Arctic", "Efficient Transport System", "International Cooperation and Export", "Energy", "Technological Leadership" and "Youth and Children".
The VI International Arctic Forum "The Arctic – the Territory of Dialogue" is a key platform for discussing topical issues of socio-economic development of the Arctic territories, developing multi-level multilateral mechanisms for joint disclosure and effective development of the powerful resource potential of the Arctic region.
