On June 5, as part of the XXIX St. Petersburg International Economic Forum (SPIEF-2026), a cooperation agreement was signed between Russian Railways and the Government of the Murmansk Region for 2026-2030. The document was signed by Andrey Chibis, Governor of the Murmansk Region, and Viktor Golomolzin, head of the Oktyabrskaya Railway, a branch of Russian Railways.
The agreement was concluded with the aim of organizing mutually beneficial cooperation, including in the implementation of the strategy for the development of railway transport until 2030 in the Murmansk region.
"In previous periods, the Murmansk Region and Russian Railways have already concluded similar agreements, the key results of which were the start of construction of a branch line to the port of Lavna on the western shore of the Kola Bay, the launch of the first stages of reconstruction of the Murmansk transport hub and the maintenance of stable subsidized suburban services. The Murmansk transport hub is an important infrastructure project for the region. The construction of a new railway and the creation of a new port allows us to radically redistribute the logistical burden. Now, together with Russian Railways, work is underway to identify financial and technological solutions to ensure a phased increase in capacity by 3 times by 2030 in accordance with the instructions of the President of Russia. In all these processes, the support of such a reliable partner as Russian Railways is important to us," said Andrey Chibis.
The document defines the main principles and areas of activity of the government of the Murmansk Region and Russian Railways in industrial, financial, investment, as well as in the social and environmental spheres.
"The Oktyabrskaya Railway and the government of the Murmansk Region have built a long-standing constructive cooperation. We are developing the infrastructure for cargo transportation, developing new interesting offers for passengers. Today's agreement reinforces our intentions to implement a number of areas, including the development of approaches to port infrastructure, tourism and social projects," said Viktor Golomolzin, head of the Oktyabrskaya Railway.
