INTELION NORTH company (owned by Intelion Data Systems, an industrial operator for the sale and maintenance of computing equipment) in the status of a resident of the Arctic zone of the Russian Federation (AZRF) with state support will build a computing data center. The investment project will be implemented in the Murmansk Region under an agreement with the Corporation for the Development of the Far East and the Arctic (KRDV).
According to the investor, the Murmansk region has all the conditions for the organization of a large data processing center: inexpensive electric energy, surplus of electric power, transport accessibility.
"The AZRF regime has enabled entrepreneurs in the region to implement their boldest initiatives, including by obtaining land plots without bidding. This year we expect another 10-15 projects to be commissioned, which will provide additional jobs and an influx of tax payments into the region's economy. One of such projects from the company "Intelion North". It provides for the construction and maintenance of a data processing center, which will bring additional investments to the region's economy and help to securely store important information. This fact increases the investment attractiveness of the region, as businesses are interested in reliable storage and convenient access to data arrays," said Andrey Chibis, Governor of the Murmansk Region.
The project will be implemented in the Kola district. Technological modules with a total capacity of 4 thousand devices with a capacity of 16 MW will be placed on a plot of land with an area of 15 thousand square meters. meters. The volume of initial investments in the creation of infrastructure for the maintenance of computing capacities for data processing, according to the agreement with the KRDV, will amount to about 147 million rubles.
"The location of specialized data centers is crucial for the efficiency of investments, therefore, a careful and professional analysis of all factors influencing this is needed to make a decision. We were attracted to the creation of a data center beyond the Arctic Circle not only by the opportunity to have tax preferences received by residents of the Russian Arctic, but also by a large number of sites available for construction and, importantly for our business, a cold climate. It allows you to increase the energy efficiency of data centers, solving the problem of cooling high-performance equipment, and, as a result, reduces energy costs," explained Timofey Semenov, CEO of Intelion Data Systems.
"The package of federal laws on the system of preferences in the Russian Arctic adopted three years ago made this macro-region the world's largest economic zone with special business conditions. It covers nine regions of the Arctic zone of the Russian Federation and forms a fifth of the federal budget revenues. We offer investors special tax and administrative regulation regimes. Taxes on property, land and profits have been reset for 5 years, opportunities for obtaining land and applying the procedure of a free customs zone are provided. A significant measure of support for residents of the Russian Arctic who create new jobs is the payment of part of the costs of calculated insurance premiums at the expense of the subsidy. The final burden on insurance premiums for large businesses is 7.5% and 3.25% for small and medium-sized businesses. This benefit gives investors the opportunity to offer employees higher wages and provide other incentives to attract qualified personnel," said Vladimir Gudkov, Deputy Director of the Department of Support for the implementation of investment projects of the KRDV.
According to the KRDV, today 630 projects are being implemented in the Russian Arctic with state support with the volume of declared investments of about 808 billion rubles, more than 23 thousand jobs are being created. Residents of the Russian Arctic have actually invested almost 97 billion rubles in the economy of the macroregion and created jobs for 7.3 thousand local residents.
