"The contribution of the Russian Arctic to the well-being of our country is huge. In order for the plans to be implemented, it is important to coordinate the work of all stakeholders: business, government, regions of the Arctic zone of the Russian Federation. The new mechanism of the working group will certainly strengthen the State Commission. The issues that we have touched upon are fundamental: the development of the Northern Sea Route, the achievement of plans both from the point of view of shippers and from the point of view of navigation. It was noted that next year the Northern Sea Route should operate year—round, including the most difficult - the eastern route. In addition, questions were raised regarding the implementation of the NSR development plan, which concerns the creation of icebreakers, infrastructure, satellite grouping," said the head of the Ministry of Regional Development Alexey Chekunkov.
Special attention was paid to the social development of the Arctic regions. "Today, many speakers noted the usefulness of the tools used in the Far East, their relevance in the Arctic. Some tools have already been launched, such as, for example, the presidential single subsidy, some are still being worked out. With such a scale of tasks, additional amounts of funds are needed to maintain the momentum gained," the minister stressed.
Alexey Chekunkov thanked the head of the Murmansk region for the large-scale work on updating the military unit and settlements where servicemen and their families live.
"I think that the financing of this plan is not enough yet, so we will make a proposal to the Government of the Russian Federation to strengthen this direction taking into account modern challenges. Of course, the pace of change in the social environment in the cities where the families of our heroes live should be strengthened," the head of the Ministry of Regional Development stressed.
"Today we discussed issues through the prism of regional specifics. Our task is a frank, honest discussion of the issues that need to be completed. The issues that were considered were related to the increase in support for the Arctic subjects for the implementation of social programs, since it is people who work to ensure economic growth and its stability. Based on the results of the discussion, we will move forward, strive to increase funding, in particular, for the reconstruction of the NO," the governor said.
The head of the region expressed gratitude to the federal government for supporting projects for the construction of a swimming pool in Severomorsk, a house of culture in Alakurtti, a new school building in Pechenga, as well as the creation of children's play complexes that will be installed in cities and garrisons.
In addition, the participants of the working group discussed in detail topics related to technological sovereignty, in particular ship repair.
"A few months ago, we discussed with Denis Valentinovich Manturov the abolition of VAT for ship repair enterprises so that additional sources of investment in their own production would appear. And this process has taken place, there is such a decision. Today, within the framework of the signed agreement, STLC and I are working on structuring the project and developing civil ship repair on our territory. This is important for the region and other Arctic subjects. The topic of ship repair is one of the nearest prospects in terms of implementation in the Murmansk region," the governor concluded.
