On December 18, the Murmansk Region Development Corporation celebrates its birthday. The Corporation was established by the government of the region at the end of 2013 as a separate structure to attract investment and support investors, combining the reliability and stability of public financial mechanisms, on the one hand, and flexibility in decision-making, a variety of mechanisms of work inherent in private structures, on the other.
"Today we support more than 50 investment projects for a total investment of about 600 billion rubles. These are projects in various fields: minerals and manufacturing, transport and logistics, tourism and sports, fish farming and fish processing, housing and utilities and energy, " said Svetlana Panfilova, General Director of the Murmansk Region Development Corporation.
The Corporation took part in the formation of the application for the creation of the TOP "Capital of the Arctic" and in the formation of the region's position on the proposal of changes to the package of bills to support entrepreneurship in the Russian Arctic. Thanks to the emergence of new Arctic benefits for investors in the region and the creation of the first Arctic TOP, there has been a significant increase in the number of projects this year. Four companies have already become residents of the TOP with investments of 131 billion rubles and the creation of 3327 jobs. 12 companies have received the status of a resident of the Russian Arctic. Projects with an investment volume of more than 50 billion rubles will create more than 900 jobs. Another 48 applications are registered on the portal arctic-russia.ru at the stage of preparation, 45 of them are representatives of small and medium-sized businesses.
In 2019, the regional Center for Public-Private Partnership (PPP) was established on the basis of the organization, which continues its work as a structural division – the PPP Department.
With the participation of the Corporation, active work is underway to develop a program for the socio-economic development of the Pechenga district, a program for the development of roadside services, within which various state support measures will be available to investors, as well as work on the creation of a natural park in the village of Teriberka.
In 2020, the Institute tested the system of project financing. Special project companies (SPCs) have been created to implement plans for the renovation of the port territory of the Murmansk Ship Repair Plant within the framework of the New Murmansk project, as well as for the construction of a fish processing plant in Umba.
In addition, an updated Investment portal of the Murmansk Region was launched in July invest.nashsever51.ru, which is operated by the Development Corporation. The portal allows investors to get the necessary information quickly and in an accessible form, as well as send requests for advice.
