Russian President Vladimir Putin held a meeting of the Presidential Council for Strategic Development and National Projects in the Kremlin. The main topic of the meeting is "On the national development agenda of the Russian Federation for 2025-2030". The annual meeting is held to assess the readiness of the Government of the Russian Federation to implement the Presidential Decree on the national development goals of Russia for the next five years, as well as to outline specific tasks for 2025. The meeting was attended by representatives of the Government of the Russian Federation, business, scientific and public associations, as well as regional leaders, including the Governor of the Murmansk Region Andrey Chibis.
Russian President Vladimir Putin noted that during the month it is necessary to provide separate sections in new national projects, including measures to implement master plans for the development of cities in the Far Eastern Federal District and the main settlements of the Arctic zone of the Russian Federation.
"Following the results of the Eastern Economic Forum, it was instructed to include in national projects and provide resources for the events of master plans of Far Eastern and Arctic cities. These settlements are of strategic importance for our country, which means they require special attention. Moreover, the national projects "Infrastructure for life", "Efficient transport system", "Family", "Long and active life", "Youth and children" should have separate sections with the activities of these master plans. We need to link this together. To date, this has not yet been fully implemented. I expect that the shortcomings will be eliminated within a month. I ask you not to delay this work," Vladimir Putin said.
Recall that Governor Andrei Chibis asked President Vladimir Putin to support the proposal and ensure priority financing of national projects in the Arctic during a working meeting with the head of state in August this year. During the meeting, the governor presented to the head of state master plans of the main settlements of the Murmansk region. Vladimir Putin approved the presented master plans of the Arctic's main cities in the Murmansk Region.
"Many thanks to Vladimir Vladimirovich Putin for his support and decision. We discussed this issue at a meeting in August and further at various federal venues. In particular, the State Council commission on the Northern Sea Route and the Arctic recorded the importance of making this decision. This will help the Arctic regions and, of course, the Murmansk Region to develop even more actively and create large–scale social projects and facilities for Northerners," the head of the region said.
In addition, the head of the region noted the importance of prioritizing the activities of the master plans of the main settlements of the Arctic zone in new national projects at a meeting with Maxim Oreshkin, Deputy Head of the Presidential Administration of Russia, with the chairmen of the State Council commissions on the development of new national projects, which took place at the end of November 2024.
"This is one of the key decisions, which, when adopted, will give us all the opportunity to systematically start working on the implementation of our plans. He also outlined proposals following the meeting of the commission of the State Council of Russia in the direction of the Northern Sea Route and the Arctic," said Andrey Chibis.
Andrey Chibis's proposals, supported by all regions of the Russian Arctic, on the need to prioritize the activities of the master plans of the main Arctic settlements in national projects were also announced at a meeting of the Commission of the State Council of the Russian Federation in the direction of the Northern Sea Route and the Arctic, chaired by the Governor of the Murmansk Region on November 13, 2024. The Commission members agreed that, taking into account the special climatic conditions of the North and high financial costs, additional mechanisms and tools are needed to improve the quality of life.
The Commission of the State Council of the Russian Federation on the Northern Sea Route and the Arctic was established by decree of President Vladimir Putin, its main tasks are to analyze existing mechanisms and develop additional proposals for the clear implementation of the goals set by the head of state and included in the Strategy for the Development of the Arctic Zone of the Russian Federation and ensuring national security for the period up to 2035.
Andrey Chibis' initiative to prioritize master plan activities was also supported by all participants at an expanded meeting of the Council for Strategic Development and National Projects and commissions of the State Council for socio-economic development in May 2024. Andrey Chibis stressed that this will ensure more comfortable living conditions and increase the population.
Recall that the introduction of the concept of "supporting Arctic cities" was proposed by Governor Andrey Chibis in May 2023 at a meeting of the working group on the development of the Arctic. On behalf of the President, following a visit to the region in July 2023, the Government of the Russian Federation identified 16 main settlements of the Arctic zone of the Russian Federation, for which it is necessary to develop master plans and comprehensive plans for long-term socio-economic development until 2035. This work was carried out as soon as possible – within a year.
