A road show of projects of the Murmansk Region will be held at the Russian PPP Week

On September 13, as part of the IX Infrastructure Congress "Russian PPP Week" on the initiative of the Governor of the Murmansk Region Andrey Chibis, a road show of public-private entrepreneurship projects planned for implementation in the region will be held. Representatives of private investors, major financing organizations, development institutions and experts are invited to participate in the event.

Even in the conditions of a pandemic, the Murmansk Region has not suspended work on attracting investments and creating a stable economic base, which allowed it to take the first place in the country in terms of economic growth in 2020. Over the past three years, investments in the region have increased by 30% or 600 billion rubles. As a result, by 2022, the Murmansk Region managed to rise to 16th place (from 56th in 2020) in the National Rating of the investment climate. To attract investment in infrastructure development, the region actively uses PPP mechanisms. According to the results of 2021, the Murmansk Region took the 4th place in the rating of regions by the level of PPP development of the Ministry of Economic Development of Russia.

Regional authorities use a systematic approach in the field of PPP. So, in the summer, within the framework of a large-scale educational and acceleration program, the most promising projects were identified, and then finalized with the involvement of specialized experts. As part of the roadshow at the PPP Week, 5 best projects with a total potential investment volume of more than 21 billion rubles will be presented, which involve the creation of sports infrastructure, tourism and cultural facilities, redevelopment of industrial territories.

In particular, the Murmansk Region intends to attract investors to a large-scale project to transform the former ship repair plant into a modern cultural and business center "New Murmansk". The total volume of investments in it is 17.6 billion rubles. The implementation of the initiative will have a significant socio-economic effect and will create a unique urban space in the center of Murmansk.

Special attention should be paid to projects in the field of tourism, the development of which is given great attention in the region. The plans are to increase the tourist flow to 596 thousand people by 2025. In order to further develop the tourist infrastructure under PPP, it is planned to build an Arctic water park and a modern hotel on the basis of the former Shakhter Hotel in Murmansk. In addition, the authorities are going to attract investors to create two sports complexes in the capital of the region.

"The implementation of the presented projects will help significantly improve the standard of living of the citizens of the capital of the Arctic region, as well as create conditions for attracting tourists. Using PPP mechanisms, we not only attract the necessary private investment, but also create a new quality of infrastructure. For its part, the government is ready to provide all possible support to interested investors," said Andrey Chibis, Governor of the Murmansk Region.

The Russian PPP Week will be held on September 12-15 in Moscow. The congress is organized by the National PPP Center and VEB.RF. General Partner – BEAC, strategic partner – VTB Infrastructure Holding, environmental partner – PPK "Russian Environmental Operator".
