On January 24, the Far East and Arctic Day is being held at VDNH as part of the Russia Exhibition and Forum. One of the first events of the Day was the expert session "The new look of cities: development prospects, implementation of master plans, attracting investments". The expert from the Murmansk region was Deputy Governor Olga Vovk.

The main topic of the meeting was the development of master plans for the main cities of the Far East and the Arctic. The discussion was devoted to plans to attract investments to cities, address issues of prioritization of planned events and increase the effectiveness of interaction between the state, business and citizens in the implementation of master plans. The event was moderated by Andrey Konovalov, Director of the Department of Territorial Development of the Corporation of the Far East and the Arctic.


"In 2023, a historic event took place for the Arctic: By decree of the President of the Russian Federation dated August 18, 2023, it was instructed to determine the list of reference settlements of the Arctic zone of the Russian Federation and develop master plans for the development of these settlements. During 2024, 16 master plans for support settlements will be developed and will begin to be implemented.


The key to the effective implementation of master plans is the effective joint work of the management teams of regional and federal executive authorities, the Arctic Council, development institutions, investors, developers and businesses," said Andrey Konovalov.


The main speakers of the expert session were the Deputy Director General of the DOM Foundation.Anton Finogenov, Head of the Republic of Yakutia Aisen Nikolaev Yakutia, Head of the Republic of Buryatia Alexey Tsydenov, Managing Partner in the Regions segment of FGC Group Alexey Almazov, General Director of the Federation of Creative Industries Igor Namakonov, as well as leading investors, developers and representatives of the regions working on the development of master plans for supporting settlements of the Far East The East and the Arctic.


Since 2019, comprehensive territorial development projects have already been implemented in the Murmansk Region, which have made it possible to ensure the growth of both economic indicators and the quality of life of people.


"So, the strategic plan "In the North - to live" combined more than 500 thousand proposals from residents of the Murmansk region and allowed to launch large-scale changes in the region. During this period, we have increased GRP 2.5 times, and the migration outflow of the population has decreased. Another important program is renovation, but it allowed us to change the approach to the development of settlements with military deployment. Over four years, about 14 billion rubles have been allocated for renovation activities. Moreover, thanks to the initiative of the Governor of the Murmansk Region Andrey Chibis and the support of President Vladimir Putin, we have achieved systemic federal support for the future period - the budget already provides 10 billion rubles annually for 2024-2026. It is important to understand that we are engaged in improving the quality of life of the population and when we talk about master plans, it is necessary not to forget about the person and find out his understanding about his future in the region," Olga Vovk said.


The Vice-Governor also drew attention to the fact that an important component of the development of master plans is the support and cooperation with the Government of the Russian Federation, the Corporation for the Development of the Far East and the Arctic and the general developer DOM.RF.


Recall that in May 2023, at a meeting of the working group on the development of the Arctic proposed by the Governor of the Murmansk region, the Governor of the Murmansk region proposed to introduce the concept of "supporting Arctic cities". On behalf of the President, following a visit to the region in July 2023, the Government of the Russian Federation identified 16 main settlements of the Arctic zone of the Russian Federation, for which master plans and comprehensive plans for long-term socio-economic development until 2035 will be developed. In the Murmansk region, the Murmansk, Monchegorsk and Kirovsko-Apatitskaya agglomerations became the main settlements. On January 15, an online survey on the Murmansk agglomeration was launched, which is aimed at collecting scenarios for the use of the territory, needs and requests of people. The results will be used in the development of master plans. The survey will last until January 31.
