Russian President Vladimir Putin announced this today at a plenary session during the Eastern Economic Forum. The Head of State said that a decision had been made on additional amounts of budget loans for the implementation of master plan projects approved by the Government of the Russian Federation.
"30 billion rubles have already been allocated for these purposes – I emphasize, in addition. I propose that from the approved limit of such loans for the period from 2025 to 2030, we purposefully allocate 100 billion rubles for the implementation of master plan projects in our Far Eastern and Arctic cities. That is, beyond the limits that the regions can receive according to the standard distribution," Vladimir Putin said.
Earlier, the President of the Russian Federation Vladimir Putin, during a working meeting with the Governor of the Murmansk Region Andrey Chibis, approved master plans for the development of Arctic strongholds in the Murmansk region. The main cities of the region, where more than 70% of the population of the Murmansk region lives, include three agglomerations: Murmansk (Murmansk, Severomorsk and Kola district), as well as Kirovsko-Apatitskaya and Monchegorskaya.
The Head of state also noted that among the priorities is the development of the Northern Sea Route as an international logistics route – a national–scale transport project.
"We will continue to increase cargo traffic, including through active development of Arctic deposits, redirection of goods from west to east, by increasing transit. A large-scale development plan for the Northern Sea Route has been deployed. Today, there are 14 ports in the Northwest, the Arctic and the Far East in this scheme. We will continue to increase their capabilities, modernize cargo transshipment, and expand short- and long-distance railway approaches to them. In particular, this will increase the capacity of the Murmansk transport hub to 100 million tons, and in the future, of course, even higher. I would like to note that our partners in Eurasian integration are also interested in the development of the Murmansk transport hub. Thus, colleagues from Belarus, whom I have already mentioned, are objectively considering the prospects for the development of port infrastructure and their terminals on the Kola Peninsula. And, of course, we invite other countries to work in this project," the President said.
In addition, Russian President Vladimir Putin proposed to keep 2% per annum on the "Arctic mortgage" for residents of the Arctic and the Far East.
