Governor Andrey Chibis and the managing partner of Aeroplane launched the construction of a residential complex in Kola

The implementation of the first project in the region has started at the construction site of the Airplane Group housing complex in the city of Kola with the laying of a time capsule in the foundation of an apartment building. The solemn event was attended by Governor of the Murmansk Region Andrey Chibis, member of the Board of Directors and Managing partner of the Airplane Group Alexander Prygunkov, head of the Kola district Alexander Likholat, as well as representatives of the regional government, the municipality administration and partner organizations.


The first project in the Murmansk region was named "Kola Lights". The main feature of the new residential quarter will be monolithic houses resistant to climate change, low-density buildings, all necessary social and commercial infrastructure for life, as well as modern landscaped courtyards. This is the first project of this scale in 30 years, which is being implemented by a private developer in the Arctic.


The first stage of the "Kola Lights" should consist of five buildings of 9-14-storey buildings designed to accommodate more than 1.5 thousand families. The total area of the housing stock is about 90 thousand square meters. The developer also plans to design educational institutions, parking and bike paths for the new residential area.


"This is a new life for the entire Murmansk agglomeration, which includes the city of Kola. This is a new milestone, the first microdistrict since the Soviet Union, where apartments will go on sale. This is just the beginning of a large-scale construction that we have planned with our partners from the Aeroplane company. I personally thank my colleagues and our government team who were involved in the organization of the project. Today we gave a start, and then we will go to other sites, to other neighborhoods – we will discuss the details at a working meeting. And this, of course, will radically change the quality of life. The "Your Home in the Arctic" program has shown that people have a serious demand to expand and live in the region. And that construction – high–quality, modern, on a unique, beautiful territory - will give a new impetus to the quality of life of our northerners. On our part, the company has been provided with a land plot, tax benefits, and we have also committed ourselves to providing the necessary engineering infrastructure in the neighborhood. And another opportunity for residents is an Arctic mortgage at 2%. I invite everyone to take part in the purchase of housing. The start of sales is scheduled for September," said Governor Andrey Chibis.


It is important to note that the developer plans to purchase construction materials for the project on the territory of the Murmansk region. Thus, the company will make an additional contribution to the development of the Kola Arctic.


"Today we have become participants in a historic event – for the first time in the recent history of Cola, the construction of new housing starts. Active discussion of the possibility of implementing such a project began 8 months ago, and today we are starting an active phase of work. For us, as the largest developer in Russia, it is important not only to implement our advanced standards of modern and comfortable housing, but also to organically integrate our product into the historical fabric of the city. We consider the creation of a new quality of life in the Arctic region to be our primary task, the realization of a comfortable environment for a modern person," said Alexander Prygunkov, Member of the Board of Directors and Managing Partner of the Airplane Group.


As representatives of the developer noted, builders plan to use modern technologies and materials for the construction of buildings: a pile foundation will evenly distribute the structural load, and concrete with special chemical additives at extremely low temperatures will allow the material to gain strength in the shortest possible time without loss of quality of the entire building array.


Recall that the agreement on the implementation of the project was signed with the government of the Murmansk region in December 2023 on the sidelines of the international exhibition and forum "Russia". The volume of investments in the project will amount to 9 billion rubles. To implement the project, the developer received the status of a resident of the Arctic zone of the Russian Federation.


"The Arctic zone of the Russian Federation has become the largest preferential zone. This is done so that new companies come to the territory of the Arctic regions, so that enterprises are launched, comfortable housing is built, and new jobs appear. Such tools are relevant for the construction industry. Measures to support residents of construction companies are aimed at increasing the volume of housing and reducing its cost. Comfortable living conditions for people should be created in the city of Kola and other Arctic cities, beautiful houses should be built, and the appearance should be improved. But, of course, the quality of housing should be assessed primarily by people who will move into new apartments. This will be the most correct and competent view," commented Yuri Trutnev, Deputy Prime Minister of the Russian Federation and Plenipotentiary Representative of the President of the Russian Federation in the Far Eastern Federal District.
