Governors report: initiatives of the Russian Federation State Council Commission Northern Sea Route and the Arctic work for Northerners

The initiatives of the Russian State Council Commission on the Northern Sea Route and the Arctic, headed by Governor Andrey Chibis, have been supported at the federal level and are already working for the benefit of the northerners. This was stated by the head of the region during the plenary session of the forum of supporters of the United Russia party — the People's Program "Live in the North!", which was held in Murmansk.

"We live in the Arctic, a strategically important territory for our country and future generations. It is a great honor and responsibility. The Transarctic transport corridor, including the NSR, is our great competitive advantage. Up to 10% of GDP is already being created in the Arctic, despite the fact that two percent of the country's population lives here. The Arctic accounts for 11% of all Russian exports. About 35 trillion rubles of investments. Taking into account the importance of the territory, by decree of President Vladimir Vladimirovich Putin in 2024, a Commission of the State Council of the Russian Federation was established in the direction of the Northern Sea Route and the Arctic, which united the interests of all Arctic subjects. It is a great honor for me to lead it. Together with the Government, the President's Office, heads of regions, companies, and experts, we are working on an agenda for the future development of the Arctic," said Andrey Chibis. The main goal is to analyze the existing mechanisms and develop additional proposals for the development of Arctic territories.

The head of the region noted that a proposal was made at the Commission's site to create a comprehensive project for the development of the Arctic and the Transarctic transport corridor, including the Northern Sea Route. In March 2025, on the sidelines of the International Arctic Forum in Murmansk, the initiative was presented to the head of state and received his support. The work is currently in its final stages, and the draft is to be submitted to the President for consideration this year.

Special attention is paid to projects and programs aimed at improving the quality of life of people in the Arctic. Thus, the renovation program has been extended until 2030 with annual funding of at least 10 billion rubles from the federal budget. This has significantly increased the number of events held. Master plans for support settlements and federal funding for their implementation have been prepared and approved.

Northerners have been given the opportunity to use the program of preferential Arctic mortgages at 2%. The Affordable Rental Housing program is extended to the mainstay settlements of the Arctic. Separate limits have been set for Arctic settlements as part of a competition for landscaping projects. A standard for Arctic medicine is also being developed.
