Investment authorities of the Murmansk region are implementing a municipal investment standard

In Murmansk, the sixth module of the School of Investment Officers was held at the Regional Management Center within the framework of the Days of Entrepreneurship of the Murmansk region. Representatives of the Ministry of Arctic Development and Economy of the Murmansk Region and experts from the National Association of Investment and Development Agencies spoke about the new system of support for investment projects in municipalities, which is being implemented in 2024 throughout the country.


The training, organized by the Murmansk Region Development Corporation, was attended by investment officers from all over the region, including heads of administrations combining the functions of investment officers.


"The Institute of Investment Officers was established in 2021 on behalf of Governor Andrey Chibis and is part of an integrated investor relations system, which also includes the regional Ministry of Arctic Development and Economics, the Development Corporation and other development institutions. We are constantly working to improve the institute, we have already conducted five training modules that were devoted to regulatory documentation, the formation of investment lots, improving the quality of management in the field of investments in the field and the formation of a unified regional team," said Artem Kuksa, General Director of the Murmansk Region Development Corporation.


The current module is entirely devoted to the implementation of the municipal investment standard, the concept of which was developed by the Ministry of Economic Development of the Russian Federation after the successful implementation of the Regional Investment Standard in 2023 (FIGURE 2.0) in all regions of Russia, including the Murmansk region. The main purpose of the standard is to accelerate the implementation of investment projects on the ground, explained Dmitry Titarenko, Deputy Minister of Arctic Development and Economy.


"Many things related to investment projects are implemented at the municipal level, so the introduction of such a standard is an important step. The municipal standard regulates the processes of planning and implementing investment projects at the local level, coordinates the work of local governments in providing investment–related services, and ensures that the top management of the municipality is accessible to investors," Dmitry Titarenko said.


As part of the practical part of the educational module, the participants assessed the level of investment attractiveness of their territories using SWOT analysis and identified promising areas for their development. All the information obtained during the practical part will be used to create investment profiles of settlements in the Murmansk region.


In addition, within the framework of the module, an award ceremony was held for the most active investment commissioners following the results of 2023. The awards were given to representatives of the administrations of the Kola district, Murmansk and BUT Alexandrovsk.
