Murmansk Region has signed agreements for 210 billion rubles at the SPIEF-2024 site

The Murmansk Region has signed agreements worth 210 billion rubles at the St. Petersburg International Economic Forum, Governor Andrey Chibis announced today during an operational meeting. 

Among them are agreements with three federal developers on the construction of over 450 thousand m2 of housing in Murmansk. Private investments will amount to more than 47 billion rubles: Aeroplane will build a residential neighborhood of 81 thousand m2; TSD – the Arctic Coast neighborhood of 225 thousand m2; Glorax – 168 thousand m2, and will also improve the park.

"The tax benefits that we provide give this incentive to active mass construction. This is what we fought for. We also provide land for free with the condition of appropriate construction, we undertake to provide infrastructure so that the price per square meter is affordable to our residents. It is important that the Arctic Mortgage will be fully extended to all these new facilities," Governor Andrey Chibis stressed. 

The agreement with PhosAgro on the implementation of an investment project for the development of the ore and raw materials base of Apatit JSC assumes a total investment volume of at least 160 billion rubles by 2033. The agreement with Novatek is on additional support for social and cultural facilities: in terms of reconstruction of the Rodina cinema building, purchase of equipment for the new surgical building of the oncological dispensary, repair and purchase of machines and equipment for the Murmansk Industrial College. 

"We will open the Muse Digital Art Center in Rodina, a high–tech educational platform," the governor recalled. "All that concerns cooperation with our partner is, on the one hand, healthcare, on the other, training of personnel, including engineers, and personnel for the creative economy." 

The BEAC will join the project "Unified map of a resident of the Murmansk region". "To date, 48 thousand cards have already been issued. We are working to ensure that holders receive as many discounts as possible. The fact that the BEAC joins gives a new impetus and expands opportunities, taking into account the advanced technologies of our partners," the governor noted.

According to the agreement with the Roscongress Foundation, the Murmansk Region will host the International Arctic Forum "The Arctic – the Territory of Dialogue" in 2025. "It is a great honor for us. The main task is to unite the regions of the Arctic zone in order to jointly develop the economic potential of the macroregion and make life more comfortable for our people. I am sure that this forum is a landmark event, the main Arctic forum of the country, which will allow us to ensure high–quality discussion and develop new approaches," said Andrei Chibis. 

The head of the region noted that a number of working meetings had been held, which could become new growth points for the economy of the Murmansk region. Thus, the Republic of Kazakhstan has shown interest in the logistics capabilities and port infrastructure of the region. 

At the plenary session, President Vladimir Putin announced a number of systemic solutions important for the development of the country and the growth of the welfare of citizens. Starting in 2025, the President proposed resuming the indexation of pensions for working pensioners; already this year a new tool will be introduced – a "savings certificate", which will allow citizens to save money at a more favorable interest rate than in a deposit. 

"The President also stressed that the Northern Sea Route is becoming a popular global artery. Last year, 36 million tons of cargo passed through it, which is an absolute record for the entire time of its development. In the future, shipments may exceed 150 million tons. To do this, the development of the infrastructure of the Northern Sea Route and the construction of transport approaches to Arctic ports will continue. The President also announced that a commission for the development of the Arctic regions and the Northern Sea Route will be formed within the framework of the State Council," Andrei Chibis said. 

The head of the region also recalled that the President proposed to expand the family mortgage program at a rate of 6% for the purchase of housing in small towns, regardless of the age of children.

"The same preferential conditions will be extended to all regions of Russia for every family who wants to build their own house. This is especially important for large, large families," the head of the Murmansk region noted, and also emphasized to colleagues that the formulated set of solutions is fundamentally important and must be clearly implemented.
