The Ministry of Regional Development of Russia together with the Corporation for the Development of the Far East and the Arctic are launching an investment accelerator within the framework of the Far Eastern and Arctic Concession program.
The task of the accelerator is to set up communication and speed up the process of" packaging " infrastructure projects. The new mechanism will allow structuring projects, attracting partners and funding, including federal funding. The best proposals will be implemented according to the model of public-private partnership in the form of a concession agreement.
Companies planning to create an infrastructure facility, as well as subjects of the Far Eastern Federal District or the Arctic Zone who need to create an infrastructure facility can apply to the investment accelerator. The incoming proposals will first be analyzed by the Corporation for the Development of the Far East and the Arctic, and then submitted to the working group for consideration with the involvement of representatives of the regions, banks and development institutions. At the moment, 335 projects worth 667 billion rubles have been announced in the investment accelerator. The first thirty are already being worked out. Among them is a project for the development of energy infrastructure on the western shore of the Kola Bay, including for residents of the TOP "Capital of the Arctic". At the moment, it is necessary to attract about 3 billion rubles to provide enterprises with electricity. In turn, the implementation of the project will ensure an inflow of investments in the amount of 50 billion rubles in the next 10 years and will have a positive impact on the development of the Northern Sea Route, as well as attracting new residents to the TOP and the Russian Arctic.
