Reduced rates for all preferential state programs of lending to SMEs

The rates under the pilot investment lending program have decreased to 4% for small and microenterprises and to 2.5% for medium–sized businesses. The maximum rate of a preferential loan under the "1764" program is now 10.25%. The marginal rate under the credit program "PSK" decreased to 10.5%. The reduction of rates became possible due to the change in the key rate of the Bank of Russia.  

 

"We regularly communicate with entrepreneurs from the regions of Russia and see a big demand for affordable credit products. Due to the reduction in rates, state programs will become more attractive for entrepreneurs, – explained Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova, – today the most popular state loan program is "1764" for small and medium–sized businesses, as well as the self-employed. The program has been in effect since 2019 and at the moment a loan portfolio of about 900 billion rubles has been formed under it for more than 50 thousand loan agreements." The Deputy Minister noted that the adjustment of programs for small and medium-sized businesses continues. 

 
Thus, the joint program of the Ministry of Economic Development of the Russian Federation, the Bank of Russia and the SME Corporation was launched on August 25 and is valid for manufacturing enterprises, as well as companies in the field of transportation and storage, hotels. Entrepreneurs can get a loan of 50 million rubles at 2.5 and 4% per annum under this program from 48 banks, the list of which is published on the website of the Ministry of Economic Development. Loans under the "1764" Program, implemented within the framework of the national project "Small and Medium-sized Entrepreneurship", which is supervised by First Deputy Prime Minister Andrei Belousov, are provided in more than 100 banks. The maximum rate under the program is calculated according to the formula "the key rate of the Central Bank of the Russian Federation + no more than 2.75%" and currently is no more than 10.25% per annum.  

Under the "PSK" program, small and medium-sized businesses can receive borrowed funds for investment, revolving purposes and refinancing of previously received loans in 59 partner banks. Loans at preferential rates are available for up to three years. They can be obtained by entrepreneurs from any industries, except those engaged in the production or sale of excisable goods. Lending is available from 3 million rubles. Since the beginning of the year, 4.2 thousand loans worth 98 billion rubles have been issued.   

"Under the investment lending program, rates have reached a minimum level, such products have never been on the market. Only this level of rates allows us to implement investment projects, create new production facilities and jobs. We see a huge business request for help in structuring transactions, in just a week we received more than 100 applications from entrepreneurs who have investment projects, but they need help in their "packaging", – said Alexander Isaevich, CEO of SME Corporation, stressing that if there is a shortage or absence of collateral, entrepreneurs can use guarantees and sureties of the SME Corporation and regional guarantee organizations within the framework of the NGS.  

Recall that in August, Russian Minister of Economic Development Maxim Reshetnikov, at a meeting with Deputy Prime ministers under the leadership of Prime Minister Mikhail Mishustin, spoke about expanding the access of small and medium-sized businesses to preferential investment loans to launch or modernize production facilities.
