A working meeting of the Minister of the Russian Federation for the Development of the Far East and the Arctic Alexey Chekunkov and the Governor of the Murmansk Region Andrey Chibis took place in the video broadcast mode. During the meeting, the parties discussed the work carried out in terms of forming master plans for the main settlements of the Murmansk region.

In particular, for support in the work on the creation of master plans for the main settlements. This is a global task, the solution of which will help bring the Arctic territories to a new level. Special thanks for the opportunity to consider problematic issues online and find the right solutions," the head of the region said.
The initiative on the need to create a concept of support cities appeared at the working group on the development of the Arctic under the Commission of the State Council of the Russian Federation, chaired by Governor Andrey Chibis. She was supported by President Vladimir Putin during a visit to the Murmansk region in July last year. In the Murmansk region, three agglomerations have been identified as the main settlements of the Russian Arctic: Murmansk, Kirovsko-Apatitskaya and Monchegorskaya.
Master plans are being developed in order to improve the quality of life of citizens living in the territories of agglomerations. Representatives of the Murmansk Region government, municipal administrations, NGOs, businesses, urban communities, as well as experts in the field of spatial planning - about 500 experts in total – were involved in the development of master plans. Residents of the Murmansk Region also took part in the creation of master plans - at the beginning of 2024, an online survey was launched, with the help of which northerners formed their proposals and ideas for the development of support settlements.
By July 1, master plans must be submitted to Russian President Vladimir Putin so that comprehensive plans for long-term socio-economic development can be fully formed by October 1.
The meeting also touched upon the issue of organizing events for the technological connection of residents of the TOP "Capital of the Arctic" to the power supply networks. The TOP is a special tool for the development of territories designed to stimulate priority sectors of the economy. A wide range of benefits and preferences are available to resident companies. In May of this year, by a decree of the Government of the Russian Federation, the borders of the territories of advanced development in the Far East and in the Arctic zone of Russia were expanded.
