The importance of the creative economy is growing in the Murmansk region

One of the topics of the government's operational meeting was the development of creative industries in the Murmansk region. As Deputy Governor Elena Diaghilev noted in her report, the creative economy is an independent sector with growing socio–economic importance, based on the strength, beauty and huge potential of the North.  
  
"The present and future of the Murmansk Region are large–scale investment projects that are being implemented in the region, as well as the recognition of the Kola Arctic beyond its borders. The development of creative industries occupies an important place in the strategic plan "To live in the North". The role of the creative economy is also emphasized in the May decree of President Vladimir Putin. The document signed by the head of state after the inauguration sets the task of ensuring further growth of the sector in the overall structure of the economy," Elena Diaghilev stressed.  
  
The Vice-governor explained that according to the Agency for Strategic Initiatives, the share of the creative economy in the country's GDP now reaches about 4.9%, while in 2019 the figure was fixed at about 2.5%. Along with the opportunity to show your talent, the development of micro and small businesses and the creation of new jobs, the creative economy, as noted by Elena Diaghilev, allows you to diversify exports, reboot territories and form innovative ecosystems. Among the creative industries that are already bringing economic benefits, helping to create new jobs and develop the territories of the Murmansk region, the deputy governor highlighted film production and tourism.

"Thanks to a systematic approach and programs implemented at the initiative of the governor, since 2019, the increase in the number of film projects shot in the Murmansk region amounted to 525%, the volume of costs of film companies implementing them Over 3 years – more than 169.8 million rubles," said Elena Diaghilev.   
  
Events held in the region play an important role in the development of the creative economy. At the same time, as part of the implementation of the plan "To live in the North", not only events –symbols of the Kola Arctic Region are preserved and held on a large scale, but new ones are also organized. A striking example is the Cultural Arctic Forum, which was held from 24 to 26 May in the Murmansk region for the second time.   
  
"I would like to note that the central theme of the business program of the forum was the creative industries. And, importantly, within the framework of the sections, experts discussed not only the relevance and vector of development of the creative economy, but also issues such as the standard of creative industries and the importance of the sector for industry," the Vice–governor said.  
  
The country's first Digital Art Center "Muse" is designed to help train personnel who are ready to solve non-standard tasks, develop and implement innovative approaches at industrial enterprises of the Arctic. The unique project is being created within the framework of an agreement between the government of the region and Sberbank PJSC, signed on the Day of the region at the Russia exhibition.   
  
"We are creating a new format of additional education for children and adolescents, which includes high technologies, research activities and creative practices. Programs include programming, theory of inventive problem solving, design, promotion and sales. The main goal is to teach young Northerners to develop the right solutions, including in the field of IT and automation, to increase the efficiency of all processes, to highlight and promote the cultural code of the Arctic," Elena Diaghilev stressed.   
  
The educational programs that are planned to be implemented in the new center will also help to master technologies, AR/VR development, R&D Lab, industrial and generative design. Along with this, attention will be paid to areas related to filmmaking, architecture, fashion and other types of art.   
  
In her report, the Vice-Governor focused on the great importance of supporting organizations in the development of film production and tourism. As part of the implementation of the plan "To live in the North", it is planned to build similar work for comprehensive support of creative entrepreneurs in the region. The main task of the Agency for the Development of Creative Industries will be to identify the most promising ideas, provide comprehensive assistance to their authors, including, inter alia, bringing them to the All-Russian and international levels.
