
A working meeting dedicated to the development of a comprehensive plan for the development of the Russian Arctic and the Transarctic transport corridor was held in the Government of the Murmansk Region under the chairmanship of Governor Andrey Chibis. The event was attended by First Deputy Governor Oksana Demchenko, Deputy Governor Alexandra Kondaurova, Deputy Governor – Minister of Arctic Development and Economy of the Murmansk Region Svetlana Panfilova, as well as Irina Krasnoperova, Head of the Expert and Analytical Department of the Murmansk Region Representative Office in Moscow.
First of all, the head of the region stressed that this project is of strategic importance for the region.
"One of the most important initiatives supported by President Vladimir Vladimirovich Putin following the results of the International Arctic Forum in Murmansk is the development of a comprehensive project for the development of the Arctic and the Transarctic transport corridor. We have worked out in detail a whole set of approaches at the Maritime Board, with the Ministry of Arctic Development and federal experts. For our region, the approval of such a comprehensive project will be a powerful impetus for the implementation of new projects in the Arctic zone — investments, jobs, enterprises and technologies. This is the development of a new quality economy. Let's talk about this with you in detail," said Andrey Chibis.
The meeting participants discussed the need to develop and launch a comprehensive presidential-level project aimed at solving three key tasks: large-scale development of the mineral resources of the Arctic zone of the Russian Federation, the formation and development of the Transarctic Transport Corridor as a competitive global transport artery, as well as accelerating the capitalization of the region's mineral resource potential.
Special attention is paid to the mechanisms of project implementation through public-private partnership using the investment lots instrument.
"This approach will attract private capital to capital—intensive projects, reduce the burden on the federal budget and accelerate the pace of implementation through parallel work," said Svetlana Panfilova.
In addition, the meeting also discussed the expansion of geological exploration, the development of transport and logistics infrastructure, including increasing the carrying capacity of railway approaches to the Murmansk transport hub to 100 million tons, as well as measures to counteract the depopulation of the Arctic territories.
The participants also noted that in order to ensure the effectiveness of project management, it is necessary to identify a single operator by analogy with the Soviet experience of the Main Directorate of the Northern Sea Route.
"This will make it possible to coordinate the efforts of all participants in the process and ensure the stability of the implementation of this strategically important project for the country," Andrei Chibis emphasized.
Following the meeting, instructions were given to prepare specific proposals for submission to the Government of the Russian Federation.
