The implementation of master plans for Arctic cities will be discussed at the International Arctic Forum

The implementation of master plans for 16 Arctic support settlements will be one of the key topics of the International Arctic Forum "The Arctic – the Territory of Dialogue", which will be held on March 26-27 in Murmansk. It will be discussed as part of the track of the business program "The Arctic and the NSR: development of anchor settlements." The Forum is organized by the Roscongress Foundation with the support of the Government of the Russian Federation. 

"The mainstay settlements of the Arctic are of strategic importance for the macroregion. They contain the main enterprises, ports and other infrastructure facilities that ensure the functioning of the Northern Sea Route and economic activity in the Arctic region as a whole. The implementation of projects within the framework of master plans will unlock the potential of the territory. In addition, it will become a key factor in increasing the well-being of people living in the Far North. The development of Arctic cities will form the basis of discussions at the IAF. Their results can be reflected in documents that define Russia's state policy in the Arctic," said Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the IAF–2025 Organizing Committee. 

Plans for the socio-economic development of the mainstay settlements of the Far North were discussed at a meeting of the commission of the State Council of the Russian Federation on the Northern Sea Route and the Arctic, which took place on February 28, on Arctic Day. A master plan has been developed for each of the strongholds, defining the concept of integrated development of the territory, key industries and priority projects. At the meeting, Alexey Chekunkov, Minister of the Russian Federation for the Development of the Far East and the Arctic, noted that one of the tasks following the results of the IAF would be the prompt introduction of all master plan activities into national projects. 

"In pursuance of the instructions of the President of Russia and the adopted strategic documents on the development of the Arctic regions, the Government is implementing socio-economic programs aimed at attracting investments into the region's economy, creating new enterprises, modernizing cities, and, most importantly, improving the quality of life of people in the Arctic. The created territories of advanced development and the special economic regime of the Arctic zone of Russia play a huge role in increasing the investment attractiveness of the region. Thanks to them, almost 1,000 new projects are already being implemented with a total investment of more than 2 trillion rubles. And these are only investments of residents. The total volume of investment projects implemented in the Arctic exceeds 30 trillion rubles. Every sixth ruble of Russia's GDP is created in the Arctic today," Alexey Chekunkov said during the meeting.

In turn, Andrey Chibis, chairman of the commission on the Northern Sea Route and the Arctic, Governor of the Murmansk Region, proposed holding a meeting within the framework of the International Arctic Forum with the participation of the heads of the Arctic regions, who head other commissions of the State Council. In particular, within the framework of the program, a meeting of the commissions on the areas of "Efficient transport system" and "International cooperation and export" is also planned. 

The architecture of the IAF-2025 business program includes four thematic blocks: "The Arctic and the NSR: how to win the competition of world routes", "The Arctic and the NSR: the pole of attracting investments", "The Arctic and the NSR: the development of anchor settlements", "International cooperation and ecology". The VI International Arctic Forum "The Arctic – the Territory of Dialogue" is a key platform for discussing topical issues of socio-economic development of the Arctic territories, developing multi-level multilateral mechanisms for joint disclosure and effective development of the powerful resource potential of the Arctic region.
