The project to create a universal commercial sea port "Lavna", implemented by the State Transport Leasing Company (STLC) in the Murmansk region, received funding from VEB.RF.
The State Commission for the Development of the Arctic has recognized the project as a priority. The total amount of funds that VEB.The Russian Federation will provide within the framework of the mechanism of concessional financing (implemented jointly with the Ministry of Regional Development of Russia), will amount to 4 billion rubles.
The first tranche of 550 million rubles has already been received, the funds will be used to finance construction and installation and commissioning works. The Lavna Seaport is among the priority areas of the Comprehensive Plan for the Modernization and Expansion of the Main Infrastructure (KPMI).

The State Corporation conducted a thorough examination of the project, and its participation in it confirms the economic efficiency of the declared parameters of the financial model. The launch of the port will make a significant contribution to the socio-economic development of the country and especially its Arctic part. The deep-water and ice-free port "Lavna" is the western border of the expanded Northern Sea Route, providing direct access to neutral waters," commented Evgeny Dietrich, General Director of STLC.
Chairman of VEB.Russian Federation Igor Shuvalov:
"The launch of Lavna will facilitate the opening of new sales markets for Russian exporters to the countries of the Asia-Pacific region. Lavna will contribute to the solution of the strategic task of reorienting the cargo base to domestic port facilities. For the region, the implementation of the project will provide additional tax revenues to the budget and the creation of more than 500 new jobs, primarily for residents of the Murmansk region."
The implementation of the project will ensure an increase in employment and tax revenue growth not only in the Murmansk region, but also the development of related areas on the entire transport arm of cargo delivery. According to the results of the project, tax deductions to budgets of various levels will amount to 43 billion rubles, the launch of Lavna will provide a contribution to the growth of gross domestic product in the amount of 238 billion rubles.
To date, the construction readiness of Lavna is 61%. The works on strengthening the slope of the approach dam have been completed, 82% of the pipe piles of the berths have been loaded, and the installation of ship loading machines has begun. The construction of general construction facilities of the coal transshipment complex continues, large-node assembly of technological equipment has begun. The facility employs 1,434 workers and engineering and technical workers, 183 units of construction equipment.
The launch of the port is scheduled for the end of 2023, coal transshipment for export will begin in 2024, the capacity of the coal terminal will be 18 million tons per year.
